Preamble
We, the citizens and Council, empower this law, with the hope that it will reflect the greater goals of this City: the pursuit of Light, the protection of the Innocent, the fall of the Dark Spire, and the constant strive for Purity.
- The unanimous vote of the Council can override the law itself if ever the letter conflicts with the spirit.
- Where citizens are concerned, the law holds any and everywhere.
- Where outsiders are concerned, the law only holds them within the City limits.
Compendium of Rights
- Each citizen shall retain the right of opinion and the right to a vote.
- This includes, but is by no means limited to, the changing of the laws laid out in this document, matters of alliance and diplomacy, and matters of trade.
- While the citizenry possesses the right to speak on their opinions, the city's public channel is not a medium for unnecessary insults or whimsical babble. All citizens must be awarded due respect, and those who detract from the ideal may be charged at a minor level of criminal action.
- Within the City limits, any allies of Life shall be protected by the law as though they were citizens of the City. The perpretation of any crime while within City limits is considered to forfeit those rights. The permission of a Council member may revoke the lawful protection of any non-citizen.
- Insulting, demeaning, or injuring the morale of the Beacon's militia is considered a stiff degree of Bedlam, and it will.
- The Undead or those of Vampire Houses shall not be permitted within the City limits. Citizens are entitled to remove them by any means necessary. Living beings that are unconstrained by criminal law despite servitude to Undeath and Darkness are tolerated, but receive no legal protection. A majority vote of Council members may extend lawful protection to any of the individuals named above.
- The villages of Jaru, Arbothia, Tainhelm, and Torston reside under our protection and by the strength of our Council we grant them the right to live peaceful lives. Those who slaughter those innocents run afoul of our laws, and shall suffer the penalties involved.
- Citizens are not permitted to landmark for Darkness.
Criminal Law
A crime is any action against the City, its allies, or its citizens that causes deprivation or harm, be it of things physical, spiritual, or mental. The Council retains the final say as to what compromises a crime.
A majority vote from all present Council members and Ministers shall determine the sentence and enforcement for irregular crimes, with each Council member receiving a single vote and each Minister receiving a half-vote. In emergencies, those leaders present are trusted to use their best judgment, though the Vanguard's word in crisis is final.
- These laws are written with the understanding that all circumstances are different, and that it is up to the leaders to sentence with a full grasp of the situation.
- Any punishment classed as a minor offense may include a fine of up to five thousand sovereigns, a disfavor, and penance not exceeding one year in length.
- Any punishment classed as a moderate offense may include a fine of up to fifteen thousand sovereigns, a disfavor, and some other form of penance whose duration may not exceed three years.
- Any punishment classed as a major offense may include a fine of up to thirty thousand sovereigns, loss of rank in the city, loss of citizenship, enemy status, and some other form of penance whose duration may not exceed ten years.
- Any punishment classed as an ultimate offense may include a limitless fine, loss of rank in the city, loss of citizenship, permanent enemy status, and penance of indeterminate length.
A table of commonly classed crimes and their precedented reprisals follows, as the Council's attention need not be devoted to every infringement. Depending on the severity of the situation, the Council reserves the right to reclassify a crime to a different category.

Upon the unanimous vote of the Council, an enemy may be allowed to forgo
the remainder of his or her sentence by paying five thousand sovereigns
for each year remaining in addition to the regulated fine.
Repeat offenses will be kept in a project, and each repeat of an offense may increase its degree of severity and due punishment.
Forbidden classes are as follows: Teradrim, Indorani, Cabalists, Infernals, Bloodborn, Praenomen, Sciomancers, and Syssin.
Those of forbidden classes, or those of the Undead, or those of Vampire Houses are not permitted to enter the Beacon's limits. If they are found within, they may be either warned and escorted out, executed, or enemied. This status will be set to lift when they have changed their wicked paths in life.
Permanent enemy status is reserved for the worst of traitors and enemies. It can only be lifted by unanimous Council assent.
