Preamble

We, the citizens and Council, empower this law, with the hope that it will reflect the greater goals of this City: the pursuit of Light, the protection of the Innocent, the fall of the Dark Spire, and the constant strive for Purity.

  1. The unanimous vote of the Council can override the law itself if ever the letter conflicts with the spirit.
  2. Where citizens are concerned, the law holds any and everywhere.
  3. Where outsiders are concerned, the law only holds them within the City limits.

Compendium of Rights

  1. Each citizen shall retain the right of opinion and the right to a vote.
    1. This includes, but is by no means limited to, the changing of the laws laid out in this document, matters of alliance and diplomacy, and matters of trade.
    2. While the citizenry possesses the right to speak on their opinions, the city's public channel is not a medium for unnecessary insults or whimsical babble. All citizens must be awarded due respect, and those who detract from the ideal may be charged at a minor level of criminal action.
  2. Within the City limits, any allies of Life shall be protected by the law as though they were citizens of the City. The perpretation of any crime while within City limits is considered to forfeit those rights. The permission of a Council member may revoke the lawful protection of any non-citizen.
    1. Insulting, demeaning, or injuring the morale of the Beacon's militia is considered a stiff degree of Bedlam, and it will.
  3. The Undead or those of Vampire Houses shall not be permitted within the City limits. Citizens are entitled to remove them by any means necessary. Living beings that are unconstrained by criminal law despite servitude to Undeath and Darkness are tolerated, but receive no legal protection. A majority vote of Council members may extend lawful protection to any of the individuals named above.
  4. The villages of Jaru, Arbothia, Tainhelm, and Torston reside under our protection and by the strength of our Council we grant them the right to live peaceful lives. Those who slaughter those innocents run afoul of our laws, and shall suffer the penalties involved.
  5. Citizens are not permitted to landmark for Darkness.

Criminal Law

A crime is any action against the City, its allies, or its citizens that causes deprivation or harm, be it of things physical, spiritual, or mental. The Council retains the final say as to what compromises a crime.

A majority vote from all present Council members and Ministers shall determine the sentence and enforcement for irregular crimes, with each Council member receiving a single vote and each Minister receiving a half-vote. In emergencies, those leaders present are trusted to use their best judgment, though the Vanguard's word in crisis is final.

  1. These laws are written with the understanding that all circumstances are different, and that it is up to the leaders to sentence with a full grasp of the situation.
  2. Any punishment classed as a minor offense may include a fine of up to five thousand sovereigns, a disfavor, and penance not exceeding one year in length.
  3. Any punishment classed as a moderate offense may include a fine of up to fifteen thousand sovereigns, a disfavor, and some other form of penance whose duration may not exceed three years.
  4. Any punishment classed as a major offense may include a fine of up to thirty thousand sovereigns, loss of rank in the city, loss of citizenship, enemy status, and some other form of penance whose duration may not exceed ten years.
  5. Any punishment classed as an ultimate offense may include a limitless fine, loss of rank in the city, loss of citizenship, permanent enemy status, and penance of indeterminate length.

A table of commonly classed crimes and their precedented reprisals follows, as the Council's attention need not be devoted to every infringement. Depending on the severity of the situation, the Council reserves the right to reclassify a crime to a different category.

Upon the unanimous vote of the Council, an enemy may be allowed to forgo the remainder of his or her sentence by paying five thousand sovereigns for each year remaining in addition to the regulated fine.

Repeat offenses will be kept in a project, and each repeat of an offense may increase its degree of severity and due punishment.

Forbidden classes are as follows: Teradrim, Indorani, Cabalists, Infernals, Bloodborn, Praenomen, Sciomancers, and Syssin.

Those of forbidden classes, or those of the Undead, or those of Vampire Houses are not permitted to enter the Beacon's limits. If they are found within, they may be either warned and escorted out, executed, or enemied. This status will be set to lift when they have changed their wicked paths in life.

Permanent enemy status is reserved for the worst of traitors and enemies. It can only be lifted by unanimous Council assent.

Commercial Law

All commercial policies are subject to change by the Chancellor or the Council. Unless otherwise stated, these policies apply to buildings, institutions, and individuals within the City.

  1. No unfair tax shall be placed upon shopkeepers save in times of emergency.
  2. Shopkeepers are required to pay shop tax by the first of Midsummer. They will be reminded upon this date, and be given two years to complete payments lest their shop be repossessed. Repossession may also occur if the shopkeeper is an enemy of the City, is inactive, or lacks law-protected guest status. In all the above circumstances, a grace period of two years is granted for the shopkeeper to pay overdue taxes or otherwise resolve their grievances with the City.
  3. It is the shopkeeper's responsibility to ensure that their shop is selling wares. If there is naught for sale, the government will warn them one year prior to repossession.
  4. Repossessed shops shall be auctioned first to the citizens of Enorian, with the base price set by the Chancellory. If the bidding fails to reach this reserve price, the auction will be extended to the rest of the realm. The auction shall be conducted as the Chancellor sees fit. Shops may not be sold to those without law-protected status.
  5. Private sales can be conducted as the shopowner deems fit, but no city enemies or unprotected guests may own shops within the limits. Such establishments are due repossession.

Property Law

All property policies are subject to change by the Minister of Development, or the Council. Unless otherwise stated, these policies apply to buildings, institutions, and individuals within the City.

  1. Buildings are to have a lockable door at their perimeter, with a solid rock entrance. Root sigils must be placed in all rooms, and the door is to remain locked at all times unless someone is passing through it. Any changes or renovations to housing must be submitted to the Minister of Security for the sake of the records. Noncompliance with these policies will result in one's housing being citylocked, and the offendor may be charged with crime depending on the circumstance.
  2. The Council retains the right to lock any security risks within City limits.
  3. Rent on city apartments must be paid within six months of its due date, pending eviction.
  4. Owners of property within City limits must be living, and posses law-protected status. The Minister of Development handles all other property-related affairs.
  5. The construction of new property must first undergo an application process through the Vanguard or Minister of Development. The building's location, size, and prospective keyholders should be included in the official request. No city enemies or unprotected guests may be allowed access to property. Buildings that fail to meet proper standards may be locked by the city.

General Law

  1. The Council retains the right to determine when and where wormholes, traps, groves, and shrines may be placed within the City limits.
  2. The right of Guilds to determine their own internal policies and conduct their own affairs remains sacred.
    1. In case of conflict between guilds, the City will do its best to ensure a peaceful solution by negotiating treaties with guildmasters.
  3. The City limits include all that lies within Enorian's walls, the beach, the Sororal Span, the sewers, the lighthouse, and the approach to the northern gate.
  4. City credits will be regularly sold to the citizens. Any exceptions must be made rarely, have the full support of the Council, and benefit the City.
  5. Laws or amendments are suggested first by a Herald, then approved by Council majority, and then offered to the citizenry for democratic review and vote.
    1. For the motion to pass, it must be supported by more than half the voting base.
    2. Small scale changes can be passed by present majority Council vote, but if more than five citizens disagree, the change will remain in place pending the result of a referendum.
    3. All laws that regard the allied guilds of the Beacon will require unanimous consent from her Guildmasters.
