In all the above circumstances, a grace period of two years is granted for the shopkeeper to pay overdue taxes or otherwise resolve their grievances with the City.

Root sigils must be placed in all rooms, and the door is to remain locked at all times unless someone is passing through it. Any changes or renovations to housing must be submitted to the Minister of Security for the sake of the records. Noncompliance with these policies will result in one's housing being citylocked, and the offendor may be charged with crime depending on the circumstance.
